Cebu is a small place. It's not the as the same size as Manila. Services like accommodation, technology, transportation are also available, pretty much like any other city do. One thing that we can't deny is the size of the island. Roadways are small even large vehicle does have some difficulties in some areas.
Cebu is a metropolis with less activity at night. It feels like a ghost town in most areas. It is a city with a soul of a province. Most commercial areas like IT park, Business Park, commercial areas are open for operations where some basic services are available at night. When you go outside those certain areas, there's nothing... There's no way to go.
At night, it would be great if you have your own vehicle, rent-a-car, or taxi (if your budget allows you to). Roaming around Cebu is a unique experience on its own and quite challenging at the same time. If you have extra time to roam around, why not?
Here is the list of places I recommend to my friends where to roam at night here in Cebu.
Sugbo Mercado
Located at Salinas Drive, IT park, Lahug. It is a gathering of food establishments every weekend from Friday night to Sunday night. Their common setup tents in outdoor in setting paired with outdoor dining area and small entertainment section. You will find interesting foods you can't find in other parts of the City. IT park has other food establishments nearby. Surely, you won't miss that when you go there.
Mango Square
Most recognized nightlife area in Cebu. Not high-end but adequate enough for night experience. If you are ready to burn some cash on pricey drinks and nice things you see, It's entirely up to you. A handful of karaoke establishments are available as well.
Liv Super Club
Located in "City Times Square", Mandaue City. For those who are new about the place, it's only few steps away from Park Mall, Mandaue.
Open every Wednesday through Saturday from 8:30 PM to 4 AM. Entrance fee starting at 200 pesos (inclusive of 2 free drinks), fee depends on special events or occasions.
La vie Parisienne Cebu
If you are interested in fine wine experience, this is a place to go. Decorated with neon-like illuminated trees and illuminated oversized canopy. Interesting food choices like goat cheese, drinks, champagne..etc anything that meets your "acquired taste" choices are all there melted in one place. Try to walk around and you will see their nice wine cellar. Need more air? try their rooftop dining area... again with those illuminated trees.
Cafe Racer, Mandaue
Located in North Reclamation area where common public transportation is not available yet. It is recommended you go by car, grab or, taxi then you reach your destination right away. Nicely designed cafe filled with familiar items like "cafe racer" murals, old cars, and old-fashioned counter. Tag your friends along so that you won't be bored while staying there. It is kinda bit isolated place than the rest of other commercial areas. Middle of 2018, the roads are under construction, no vehicles can reach the entire block. Other establishments are also closed for the meantime.
Kukuk's Nest - Gorordo
Look for Tonro's Apartelle, Kukuk's nest is just a few steps away. It's a small place you can hang out with friends. I recommend NOT bringing a car as it has very limited parking space or no available parking space at all. It is best you go by public transportation or taxi. The place is not formal. It is filled with graffiti, paintings, murals, and photos on the walls. People from different backgrounds hang out in this place. Don't expect too much in this place. If your mind is cool and anything goes, this is a nice place for creative people.

7-Eleven branches
This is a great choice for a quick hang out and accessible almost every corner in Cebu. Bigger branches do allow people to stay for few hours. Just grab some chairs and table then hang out with friends. Smaller 7-eleven branches forbid drinking alcohol in the vicinity or may have limited choices in their stores. Not all branches have the same choices of foods and drinks. The bonus part is that some of these branches do have imported beers you can enjoy.
Albur's Pizza and Burger Grill
Located in Gen Lim St., Villa Aurora, Mabolo. A nice and cozy place to chill. You won't regret their good burgers and pizza. You will enjoy the silent ambiance where you can focus on great conversation with your friends. Away from other noise pollution as it is located in residential area. It is recommended to reach this place by car or taxi.
